primary remark: My experience with small till big catastrophes is, that one basic error is to belief, that others do have had already solving ideas or set them into praxis or  take over responsibility. The atomic-problems in Japan must have highest priority in Japan and outside, it is not easy to handle them because of the material problems and faltering emotions, but maybe a phrase of Konfutse may help for some time, till the situation is save again or collapsed: "Who made a mistake and does not correct it does the next." I belief, that time was given away till this moment of time - but to ignore or to hesitate, maybe of emotions, is NOT the way to have a chance to success in this specific situation.

The pumps in block 2 are out of order and do not work. Provider Tepco declared to have ordered new pumps. I is not known when they will arrive. Government agencies and the provider had hoped (!) that the cooling-systemst would work again by re-installing an electric high-voltage-wire.

Comment: This list was posted by email to a lot of relevant authorities, inside and outside of Japan. Who wants may take a look at the next entry. The content did not need to be written down by me, because it is self-explanatory by looking at the known facts in Japan.
Strangely times and circumstances to take care of bureau-shuteye.
And: What is going on in Japan in atomic questions surely is not only a question of Japan-inner-affairs - this remark without the aim to provide nonrepresentational fears and emotions.
We should have the chance to worry about the persons in Japan, that were hitten by the Tsunami with all its violence, water and mud.
But it seems that humans are too impotent to order pumps in foresight and that the complete rest of the world is too impotent to assist a state as Japan in its need. But of course, to handle that funny risks of atomic energy and atomic trash for tenthousands of years absolutely is no problem for us. Great.

Currently there are efforts, to install the new high-voltage-cable with the old (!) and tsunami-struck electric-installations and pumps.
1st remark: Good luck  2nd remark: What about a second and new equipment of pumps and pipes as an alternate?! I hope that this is already in preparation. It is not to recommend to bank on only one and maybe demaged system.
You want to prevent electric sparking to prevent hydrogen-explosions. What about a alternate system without electric and only pipes inside the buildings? Is that not possible? Or is it inpossible to connect new pipes with the center atomic-containers? If not, why should it be no need-device to cool them from outside before having no chance at all.
One more time: The actual-first-priority-teams working at the actual try for solutions should not be hindered, but assisted. But what about building up alternates at the same time by second and third teams, prepared maybe outside the dangerous zone? Japan does surely have big capacity and should use them with first priority to prevent an atomic disaster. You can - additionaly - set in a second crisis center for coordination of effective and fast international help, leaded by your own or by experts from other states. Nobody can see all facts at a second of time.
There are two instances of center responsibility: The provider AND - first of all in center - the government, both should do what is necessary and - for safety - more than this till the still proceeding disaster has stopped to prevent the menacing possibility to come to more qualities of detriment.
In other words: Surely the tsunami alone would have been more than extreme stress, but you have to concentrate to avert a new one with at least longer halting harm.

- direct and optimized information-technic and structure i n t o  a n d  o u t  the central crisis center
- open information to experts - of your nation  a n d  other nations - to come to the needed over-capacities, especially in cooling, but not only.
- big building machines if the streets to the atomic power plants are impassable.
- diesel-generators or diesel-pumps - as far as I know them - do need electric power only to start them, once running they run as on as diesel is on hand.

There is or will be in the very next time a new high-voltage-elctric-string be installed. The original-equipment-pumps shall set to work again, but it is not really clear, if they still are ok. So I think the team installing this solution should work on without deviation, but a second team should be set in action to open the chance to bring more and checked pumps there, to have an alternate, if necessary. You do need  resources (manpower and equipment) to work with double or triplex safeness - many things can be done outside the most dangerous zone! (For example: a second high-voltage-wire may be brought there to ensure a comfortable and secure capacity and to give secureness in relation to failure of the first. Japan surely does have enough resources to do things as this.

Alternate idea to bridge the distance between sea-cooling-water-appliances and places wher water is needed: If the ground is stable enough a crane or cranes can be installedb direct at the sea-cooling-water-appliances to heave water to the necessary level. The water could can flow on ramps. The maybe week point of this idea is that a ramp would need bases, and bases do need stable ground or big plates of steel or other material.. They could be prepared outside the dangerous zone. I can not estimate if vehicles can bring them and the cranes there, because of the shambles by the tsunami. (But maybe there is a crane on the area) Possibly military equipment could help.What is promising the idea with cranes is that the height of the ground arround the blocks seems to be 17 meters (670 inch), only. Of course the height to the object to work with has to be added. The ground in that area seems (!) to be stabilized with roads and buildings or installed equipment, which maybe can be used to stabilize one or more ramps.  Maybe it is not posible to build a ramp absolutely direct where it is needed, but maybe the cran-ramp solution could  ease the work of pumps and - by this - enhance their capacity. (The water mass, that could be transported by helicoters today is better than nothing, but really not too much. So better solutions have to be installed.)

Update: Maybe mobile cranes could carry the ramp or pipe-system on the complete lenght of 200 meters (8000 inch).

It is not advisable that the operator of the atomic power plants handles the situation in self -responsibility, the government has to center, act and rule additional to the efforts of the operator.
